Can this be done the Delve?  I've read conflicting and confusing reports regarding tethering.  Is there a policy from the Cell Phone Provider regarding this?  Any help is most appreciated.

Ok to set the record straight this can be done with the usb cord that came with your delve, windows 7 finds the samsung drivers right away as did vista xp needs them installed... You can also tether via bluetooth... Set up the connection and the number you dial is #777 no usernames or passwords just #777 as this is standard on US cellulars data calls (does not work with blackberry) Hopes this clarifies for you... Although i was once told by a techie you couldn't i proved him wrong
